What seems to be an undeclared war against international NGOs in the Congo is in constant evolution. In this situation, the questions to know why this war against those NGOs that have saved many people in eastern part of the country create even more unanswered questions. It is true that sometimes there is smoke without fire, but the growing misunderstanding between the Congolese government and international NGOs should be given special attention for many reasons.
First and foremost, this tension between the Congolese government, through its spokesperson and Minister of Press, Mr. Lambert Mende Omalanga and Minister of Justice, Luzolo Lessa Bambi, with international NGOs, in this case, Human Rights Watch, International Federation of Leagues of Human Rights, Global Witness, is not a surprise. This is because the Congolese government has adopted attitudes that continue to give the impression to the world that has no political will to end impunity. On the other hand, what these organizations are in Congo is not new, but their regular activities of human rights.
Secondly, there is an increase of unsubstantiated allegations that international NGOs are vehicles that seek to destabilize peace and security in Congo. The Minister of Press and Government Spokesman, Mr. Lambert Mende through its many news conference and his famous book "Terre Fertile" raises charges against human rights defenders, accusing them of involvement in a campaign which is the balkanization of the Congo.
For many Congolese who support the defense of the territorial integrity of their country and would have dismissed outright any idea of balkanization, this idea has really caught their attention. It is still equally important to recall or warn each other that this malignant campaign to dismantle their country has many national and international agents. It is their duty to be vigilant against this malignant machine since they do not who is involved or not.
Although the recent congolese history demonstrates repeatedly that some so-called " Peace keeping , "Humanitarian" or "Human rights" agents have utterly failed to fulfill their missions and have engaged in their dirty business of re-victimizing the Congolese people, this does not justify the unjust war against International NGOs. We recall that during the ADFL war, there were rumors that some UN officials have ensured the entry of weapons in Congo. In addition, there have been several cases of MONUC officials convicted of rapping people they were supposed to protect. There are also many officials from the UN and other international agencies involved in the cruel and illegal exploitation of DRC natural resources. For example, is not one Indian MONUC officer who has flouted his role in the Congo and had turned openly servant of the criminal general, rebel leader, Laurent Nkundabatware?

Given some of these unfortunate events, it is quite normal for the Congolese people to seek accountability of NGOs working to help them. However, accusations minister Mende alleged against International NGOs to be "agents of the balkanization of the DRC" remain unfounded despite the emotional sensitivity led by a sense of patriotism, which sometimes tends to override our senses. It is clear that the minister and his government have not yet presented evidence to justify or support their charges against these international NGOs.
In short, it is important to remember that the political culture of the Congolese government to protect the alleged war criminals and criminals against humanity, is the main cause of conflict and resurrection of armed groups in Congo and is the single most dangerous and serving most the balkanization proponent more than the famous international NGOs reports. This government policy has gratified the Congolese rebel groups who took up arms and committing heinous crimes against the Congolese people, as is the case of Bosco Ntaganda, elevating them to Generals and higher officers in the FARDC. This elevation is a profitable attraction that pushes the other adventurers in this field to copy the approaches adopted by their colleagues, who have now become the model to follow. For example, new conflicts arise in Dongo (South Ubangi), continual armed conflicts in “Haut-Uele” in the Eastern Province and the ever ending conflicts overlooked in the North and South Kivu, which have become endemic.
